CRCT in Georgia: Non reader vs reader criteria

We live in Georgia. The CRCT was read to her in 3rd grade and she scored within the avg range in all areas. The ruleschanged within the system and in 4th grade she was unable to qualify for the test to be read to her. She scored below avg on every segment. If anyone else has experienced this and has any suggestions on how to challenge the system, I would love to know your thoughts.
