It's Saxon Phonics. I forget who bought them out and publishes Saxon now, but if you google Saxon Math you will find it - the math program is more popular than the phonics program, although that is used quite a bit as well. When Saxon was still their own company they were wonderful about sending out really good free samples; now I'm not sure, although I haven't tried in years.

I just wanted to add that Saxon Phonics is a very good regular ed. phonics program. But there are better choices for children with learning disabilities in reading.
