http://www.yellowpagesforkids.com/help/ny.htm This is the Wrights Law "Yellow Pages" which lists advocacy groups and other services by state. It's a good place for her to start.
Some listings she may find helpful:
The Family Resource Network, Inc. offers free Parent to Parent information.
Families Together in New York State, Inc. - Chapter of the Federation of Families. Great advocacy group.
Learning Disabilities Association of New York State - They can probably direct her to the nearest location. LDA often has great resources.
New York State Education Department - Here she can look up IDEA Law and specific codes for her state.
Parent Training and Information Center (PTI) - another good place for resoucres.
Hope these help her. :)
