Quality of Life Assessment

Can anyone supply me with information, best practice, new ideas, work in progress, methods of gathering information to enable service providers to ascertain if the service they are providing people with learning difficulties, living in small group houses is of a quality that people want and expect, taking into account varying levels of learning disability.
