He doesn't know he has a Learning Disorder

About a year ago I moved in with my boyfriend and his brother, Jay. After a year of watching Jay, I firmly believe he has an undiagnosed learning disorder. He is always asking me to repeat myself, he laughs at serious situations, he repeats everthing we say, and has a serious lack of coordination. He seems to get frustrated when he can’t do certain things. I feel really bad that he parents let him grow up without any help. I really want to approach him and ask him to seek help, so he can grow to his full potential, I just don’t know how to approach or if its my place to say anything. Any suggestions or recommendations?
