NON special education students placed Special Education clas

HI,
I have a special education class for my RSP students that is to meet their goals on their IEP and to teach reading in an intensive setting. My school has placed about half of the class as NON-Special education students. I asked and was told that there are too many students so I have to take in students without IEPs or who are not in Special education.

Is this legal? I do not feel that I can address the needs of my special education students when I have so many general education students (mostly with behavior issues) to deal with.

Please let me know what law covers this as well.
