Who decides what is a reasonable accomodation

My daughter is in 8th grade. She was diagnosed ADHD a few years ago and has a 504 plan. Recently she has made great strides in turning in her homework, she has an A- in homework, but still has a 50-55% average on her tests. At our most recent 504 review meeting I suggested she take her test in a quiet distraction free setting. My daughter suggested the library. The school said they could not meet that request because they did not have the resources to make sure someone was available to be in the library to supervise. They do have a librarian who my daughter states is there all the time. The school suggested that my daugher sit in the corner facing the wall to lessen the distractions. I don’t feel this will work, as it does nothing for the noise or the motion my daughter sees out of the corner of her eye.

Does anyone have any suggestions on what to do when you feel there is a reasonable accomodation for your child and the school refuses to allow it.

Right now my plan of action is to submit a request in writing to the school 504 coordinator with my daughters progress report/test scores which show a huge discrepency in her homework and test scores. I am not sure who gets to determine what is reasonable and what is not. What do I do if the school comes back and tells me flat out, no.
