Daughter Formally Listed as Cognitively Impaired

My daughter has suffered learning and development delays since birth but the school has now formally listed her as “cognitively impaired.” Is there any highly recommended literature explaining these issues in english? I don’t really understand the implications or why its important for the school to designate as such.

Does this give her any additional rights in the public school system to get more help?

Did the school provide you with any assessments or testing results? These might be helpful in ascertaining areas of specific needs.

Has the school recommended that she receive an Individual Education Plan (IEP)? If so, that could provide her with extra protection under the law and additional services.
