This is a 36 page .pdf document put out by the American Federation of Teachers published in 1999.

“Just about all children can be taught to read and deserve no less from their teachers. Teachers, in turn, deserve no less that the knowledge, skills, and supported practice that will enable their teaching to succeed. this is no more important chanllenge for education to undertake.”
It also covers the skills children need to be able to read as well as the skills and knowledge teachers need. (I didn’t read the whole thing yet)
