How do they figure out if your child is eligible for services? If his IQ is 115, what would his achievement test standard scores have to be? And how many of the subtests would have to be below that number to qualify? Thank-you

I don’t know about PA. What I have seen posted most often, in general, is a discrepancy of 15 or 20 points between achievement and IQ scores used to determine eligibility for services. Sometimes this is expressed as a standard deviation.
The subtest question is interesting. A lot of subtest scatter indicates a problem, but many school districts ignore that and base decisions on full-score averages. This often means they have ignorantly or purposely mis-interpreted test scores.
