off topic.. foodstamp program....

just wondering if anyone knows anything about the food stamp program. i was on the dhs site and something caught my attention. This paragraph states that if a person is disabled only net income is counted not gross. Does it only mean someone who is elderly or anyone who is disabled? I honestly feel one of my close friends will qualify because her 8 yr old son is on ssi, gets medicaid and her family is considered as low income. She told me that when she applied they told her gross was too high.Her alone makes about 900 month not including the ssi her child gets. she is a single mother, the only income they have is her job and ssi. so can someone explain this paragraph to me?…..All households, except for those containing at least one member who is age 60 or older or has a disability must meet a gross
income test in order to be eligible for food stamps. A household’s gross monthly income, minus allowable income exclusions,
cannot exceed the gross income limit for that size household to be eligible for the program. If the household’s total gross income
exceeds its gross income limit, the household is ineligible…..”
