I am looking for a structured reading program for the at risk learner-kg-1 level.
Option: Create my own through alittle of this and a little of that-been there, done that-reality is that it doesn’t work or at least doesn’t work well. As a special educator I find that our population is becoming more and more challenging to work with. These students do not seem to respond to the LD methods already in place.
I heard that the EDMARK program is good-but I believe that is limited to a sight word approach. I would appreciate any ideas-thank you

Have you tried teaching her to spell first? It works with many students. The phonics is taught through the patterns of spelling. Grace

Project Read (www.projectread.com) are good materials along with “Phonemic Awareness for Young Children” from Brookes Publishing (www.brookespublishing.com). The two together make a good program for at-risk readers. Project Read teaches readers how to break words down (decoding) and build words together (encoding -spelling) and uses multisensory techniques. The Phonology Guide and Red Words are all that are necessary, but the Bonnie Kline Stories are helpful reinforcement stories that emphasize information just taught. These materials were commissioned by the Bloomington, Minnesota school system which still uses them.

If I was in a situation like that, I would use Audiblox along with the reading program I chose. Foundational skills necessary to learning are addressed in Audiblox such as visual and auditory processing, concentration, attention, directionality, sequencing, etc.
