How do I help regular education teachers understand that if a special education student is in their classroom, that student is primarily their responsibility, not just the case managers?

I’m not sure what your specific problem is, but my son has a case manager and is in reg. ed. classes with ‘in class support’, which may be a paraprofessional or a special ed teacher. If I have a problem with a teacher that I can’t resolve I talk to his case manager, who will talk to the teacher. If that doesn’t work, I have talked to the Special Ed. Administrator at the school. She’s high enough up to do something, if necessary. In my son’s setup the reg. ed. teacher is the ‘teacher of record’ and is responsible for his learning.
