Follow up to WIAT question

IF my child scored poorly on NY Terra Nova Language test can those low

test scores be used to qualify child for IEP services?

My guess is no because the test was administered in a group setting. In reports the tester comments from an observation point of few if the child tried hard and if it is accurate assessment of the child which would be difficult to do with a group addministered test.
