My child is still is elementary school and we feel it will best suit him to have him tutored privately a few hours a day instead of being in school. Does anyone know of any kind of finanacial assistance for students with learning needs?

I think you need to be more specific what do you mean by privately tutored? Sylvan Learning Center type of facility, Teacher, College student?
If you live near a college with an education program, I would contact them to hire a college student who needs contact with students. They usually have a high energy and want to practice what they are learning at school.
I have heard horror stories about the cost of private facilities. An exact quote from a parent, “my son can read on grade level, but I am losing my house and filing bankruptancy.”
